Capitalize Governor Standalone, Not Other State and Local Officers

Rulebase Summary
Capitalize the word 'Governor' when it stands alone in context. Do not capitalize the other officers of state and local government (comptroller, mayor, etc.) when they appear alone in context. They follow the regular title rules — capitalize before a name and in direct address; lowercase in general context.
Examples
A. I spoke with the governor earlier in the day.
A. I spoke with the Governor earlier in the day.
Governor standalone is capitalized.
A. The Mayor herself showed up at the site.
A. The mayor herself showed up at the site.
Other state/local officers standalone are lowercase.
Transcript Notes
There is disagreement on whether to cap state titles standalone. If you are working for an entity that concerns state matters, you might capitalize more of these titles. The default is to cap only Governor standalone.
